There are quite a few free websites where you do meal plans. But by the sounds of it you need to build muscle mass.
If you are already working out, are you focusing on cardio or weight training? You need to alternate these for best effects.
Most of the time, you do not need a huge cash flow to lose weight. Anything that is natural will not have excess chemicals in it that will mess up your hormones. For marines I would suggest running, including stairs and hills. Also weight training. Do a yahoo search for free weight loss meal plans, hundreds will come up. Personally I like Sparkpeople.com, but there are alot out there. If you have to pay they are not worth it, they make tons in advertising revenue.

okay then, so you want to lose a bit of weight and gain a bit of muscle. easy, the first thing to look at is your diet; depending on how much you work out you are going to need alot of protein however protein shakes are not the answer because they are expensive and contain alot of crap you don’t really need. the best source of protein is eggs, raw if you can get them down lol but cooked is fine too, also make sure your not eating more white carbohydrate as it just goes straight on the stomach. make sure your eating set meals consisting of good carbohydrate, protein and vegetables (good carbs=potatoes, brown rice etc.). the next step is to make sure you have an exercise time table that ensures you don’t get lazy and miss a day.
well i hope this helps :)
    good luck

Man you have asked the right person about this question. I just recently graduated from Marine Corps OCS so I know exactly what it takes to get physically prepared for it. I would definitely consider running as much as your can. While out there you will never be able to sit and everything is at such a high pace to where you are either marching miles or running from place to place. Get good at pull-ups and start developing your upper body. They actually put you through an upper body development course so if you already have a solid upper body this will make it sooo much easier. Also try doing a Fartlek workout. You will be doing many of those workouts as a marine and I promise you a good fartlek workout will do wonders for you. Check out my site:http://weightlossfst.blogspot.com/ I just recently created it but it has a lot of the things i personally use on it to keep in shape and what I used to get in shape. I have a fartlek workout that is good as well as a full body circuit that will destroy you! There is a lot of good stuff on that site. However, I know there isn’t much on there yet so if you have any question or need any help with preparing yourself for the marines I would be more than happy to help. Just shoot me a message on there and I will be glad to talk to you! As one marine to a future marine good luck with everything!
