Losing the fat in my thighs and stomach?

I really would like to trim off some fat on my thighs and try to develop a flat stomach.
I read on a weight loss website that if you just stick to crunches and sit-ups, you are just building the muscle under all the fat, making your stomach bigger and making your waist bigger. Is that true? If it is then how would I get rid of the top layer of belly fat to tone my stomach/ abs?
And any tips to slimming your thighs and arms?

    Yes, that’s true. That’s why you need to have a healthy diet and do cardio too, to burn the fat.

    You can do some belly exercises like belly dancing for that. Also, have a healthy diet. Cut down sweets and junk foods.
